Anatoly Dmitriyevich Fesyun
A. D. Fesyun was born on July 6th in 1968. In 1995, he graduated from S.M. Kirov Military Medical Academy in St. Petersburg with "General Medicine" as a major, in 2010 – graduation from Moscow Open Law Institute with a degree in Jurisprudence and an internship at the State Institute for Advanced Medical Training of the Ministry of Defense of the Russian Federation in the specialty "Therapy", in 2011 – a graduate of I.M. Sechenov First Moscow State Medical University in the specialty "Organization of health care and public health", in 2021 - retraining in finance and commercial activity at G.V. Plekhanov Russian University of Economics.
In 2003 he received a Ph.D. degree, in 2012 became Dr. Sci. (Medicine). Total number of scientific publications - more than 350, including 113 in WOS and Scopus, patents - 51, personal Hirsch Index - 23.
State awards - medal of the Order "For Merit to the Fatherland I Class", medal of the Order "For Merit to the Fatherland II Class" (depicting swords), more than 10 departmental medals. Certificate of Merit of Moscow Healthcare Department, Certificate of acknowledgement from the Minister of Health of the Russian Federation, Certificate of acknowledgement from the Federation Council of the Federal Assembly of the Russian Federation, lapel badge "Excellent healthcare worker". He began his career in 1987 with service in the Internal Troops of the Ministry for Internal Affairs of Russia, from 2009 to 2013 he was Deputy Head of the Military Medical Department of the Internal Troops of the Ministry for Internal Affairs of Russia. Colonel of the Medical Corps, Reserve. In 2013, he was invited to the position of head of the department of the State Budgetary Institution of Moscow "Scientific and practical center of strategic developments of Moscow healthcare department", deputy chief physician - head of the branch No. 5 of the State Budgetary Institution of Municipal polyclinic No. 6. Starting from 2015, he was heading branches: No. 10, No. 6, No. 12 of Moscow scientific and practical center for medical rehabilitation, restorative and sports medicine of Moscow healthcare department. Since 2018 till now he has been acting director of FSBI "National Medical Research Center for Rehabilitation and Balneology" of the Ministry of Health of the Russian Federation.
- In 2019, for the first time, a license was obtained for the provision of high-tech medical care; in 2020, a license was obtained for the provision of medical care in anesthesiology and emergency medicine, and an intensive care unit (ICU) was opened.
- Covidrehab online platform was developed to provide remote medical rehabilitation to Covid-19 patients (free of charge). More than 5000 patients were treated. Issue of methodological guidelines for sanatorium and spa treatment of post-Covid-19 patients, jointly with "Federal research center of nutrition and biotechnology".
- Resumption of the work of the dissertation council based in FSBI "NMRC RB" of the Ministry of Health of Russia in specialty: 3.1.33 - "Restorative medicine, sports medicine, exercise therapy, balneology and physiotherapy, medical and social rehabilitation".
- In 2020, for the first time in modern Russia, the I Russian online forum of resort cities "Resorts of Russia on the threshold of 2020" and Russian meeting of chief external experts in sanatorium and spa treatment of federal districts and executive authorities of the constituent entities of the Russian Federation in the field of health protection were held. Since then, these meetings have become regular annual events.
- 2022 - publication of "Guide to sanatorium and spa treatment", "Medical atlas of natural medicinal resources of the Russian Federation", monograph "Updating of scientific approaches of restorative medicine to improve sanatorium and spa treatment".
- In 2023, the staff of NMRC for Rehabilitation and Balneology of the Ministry of Health of Russia headed by A.D. Fesyun made field trips to the new constituent entities of the Russian Federation, where active organizational and methodological work is still in progress, more than 200 patients were treated, 25 consultations and consiliums with the use of telemedicine technologies were held. In addition, more than 40 specialists have been trained using the facilities of the educational Center. Tests and expertise of natural medicinal resources of the new regions are also under way.
